The holder of CSDD state capital is the Ministry of Communication. The supreme legislative body of CSDD is the General Meeting of shareholders, consisting of three State Authorized Persons. There is no council of the joint stock company, and its duties are filled by the General Meting.

The practical (economic and financial) activities of CSDD are supervised by the Board formed by the General Meeting and it consists of six Members. The Board is headed by the Chairperson of the Board - the Director who is also in charge of the CSDD activities. The two Deputy Directors deal with the concrete fields of function and act for the Director during his absence.

The management of CSDD is the direct responsibility of the Director and Deputy Directors. The Directorate has 26 town and region departments for implementing its functions.
